According to the Key Statute, which is the primary internal regulative document that affects how the party functions,
"the congress is the gathering of MRPT members for an event of active party decision making held before each General Election."
According to the party's Congress Regulations, each Congress sees the Congress Leader and the Deputy appointed by the Congress Leader. Curiously, it's not necessary that the incumbent Party Leader becomes the Congress Leader. But the Congress Leader is appointed by the Party Leader.
Minimum Congress duration is four weeks. In order to participate in a Congress, a member of the Party has to register beforehand or during the Congress.
Before the Congress officially starts, the Congress Leader comes up with the agenda, to which the party will mostly stick during the event.
There are several issues discussed and voted on during the Congress. Those are:
- under certain circumstances - a new Party Leader;
- Cosa candidates list leader for the upcoming term;
- amendments to the Key Statute, and other internal documents;
- amendments to the previous term Manifesto, which will result in a new Manifesto;
- Senäts endorsements;
- Cosa candidates list (using a quite elaborate and specific voting system).
This time around, S:reu Þon Txoteu É. Davinescu, former Commissioner of the Civil Service, commandant of the Royal Marine Corps, 50th Cosa MC, citizen of Talossa and Maricopa since 14 July, 2016 and MRPT member since October, 2016. Additionally, I want to point out that, as always, guest speakers are traditionally invited to the Congress. In case you want to be a guest and have a say, do not hesitate to go ahead and contact the Congress Leader!
History of past MRPT Congresses
During the formational times of the Party, during the 44th Cosa, the internal regulations were not yet as strict and determined, so there was no Congress held (the period is sometimes referred to as Congress Zero, but really, it was just four people deciding on how to go about their second General Elections, and there was no need yet for a complex, official procedure yet.
The very idea to hold Congresses, technically, was accepted 11th October, 2012, as a part of the party's Key Statute. Congress Regulations were solidified 12th January, 2013. In accordance with them, the First MRPT Congress started that year, February 5th.
First Congress: 45th Cosa
It was announced January, 19, shortly after accepting the Regulations. Glüc da Dhi disclosed the details of upcoming procedure, revealed he was working hard to attract a guest speaker for the Congress (who turned out to be Alexandreu Davinescu for RUMP), and also to arrange a Muse performance during the Congress (which later happened, with Muse performing Invincible right at the Congress Podium).
It was during the preparation stage of the Congress that Cevalgh Scurznicol decided to take part in it, and then, to become our fifth parth member.
There were 7 registered members, with Glüc da Dhi as Congress Leader, Lüc da Schir as Deputy.
Some guy Alèxadreu Soleighlfred was appointed as the Cosa candidate list leader and Party Whip. His candidacy was firstly objected by the Deputy Congress Leader, but the objection was later retreated. Yours faithfully also delivered a speech during the Congress.
All in all, since conducting a Congress was a new tradition, it didn't go as smooth as it does now, but eventually all the difficulties were overcome.
Finally, as the Congress ended, Glüc da Dhi delivered an extended speech where he outlined the primary goals of the party and the importance of the Election results.
Also worth noting, Oïn Ursum has delivered his vision of how MRPT manifesto is coherent with his platform as Atatürkan Senäts candidate that term.
Second Congress: 46th Cosa
The Second Congress was opened 3rd of November, 2013. This time around, Glüc da Dhi swapped positions with Lüc da Schir, becoming the Deputy Congress Leader himself. Here's Lüc's Congress opening announcement.
Nothing special occured during the congress, except for the fact that for some technical/mathematical reason the exact order of what the Cosa candidate list looked like was decided by the Micromillions National Lottery draw! Also, Lüc da Dhi was appointed Cosa List Leader.
Éovart Andrinescu, newly joined member from Fiôva, wanted to address the Congress with a speech, and even asked whether his speech needs to pass through the party's leaders before being published. Turned out, there was no party censorship in MRPT! (The speech, still, never came to exist, maybe it was lost somewhere in the endless bureaucratic cabinets... Anyway.)
There still was one guest speech by C. Carlüs Xheraltescu for ZRT.
Third Congress: 47th Cosa
Sevastáin Pinátsch, party member since February, 2014, was appointed the Congress Leader (with Glüc da Dhi as his Deputy). The Congress opened 24th July, 2014.
July, 26, Glüc da Dhi has announced he would not run for a consequtive term as the Party Leader. Two days later, Lüc da Dhi, nominated by Sevastáin, accepted this nomination and ran unopposed to become the new Party Leader.
There was an idea, second time in a row, to end the Congress with a special Seahorse Fest, but seems like it didn't go anywhere.
This congress, two guest speakers have shown up: Owen Edwards for the Progressives and C. Carlüs Xheraltescu, this time for the Liberal Congress.
This was also the Congress when I decided to not participate in the Cosa Candidate List as an MC because I had to leave for the army that autumn. This, and some more events later, led to a record (for MRPT) break from being an MC, which lasted from 47th Cosa through 50th Cosa. Actually, this is the only time so far that a party member stopped being an MC and then returned as one.
Fourth Congress: 48th Cosa
I totally missed that one. It started April, 11, 2015. It was conducted by the same team as the very first Party Congress: Glüc da Dhi as the Congress Leader and Lüc da Schir as his Deputy.
It started under the sounds of Coldplay "Politik". A voting was held, along the other mundane things such as manifesto and motions and (yawn) all kinds of endorsements, on a new MRPT logo. It was nearly even, and was narrowly regected. The old logo, designed by yours faithfully, was meant to be changed to another, fresher one, but majority preferred to leave it as it is.
This time around, Breneir Itravilatx was appointed both a Party Whip and Cosa List Leader. Two guest speakers have attended this Congress: Françal Ian Lux for the Liberal Congress and Txec dal Nordselva for Progressives. Both Congress Leader and the Party Leader delivered their conclusive speeches as well.
This election showed an upward move later during the Elections, when MRPT gained 47 seats as opposed to 43 before that. The record so far was, though, 53 seats after the 46th General Elections.
Fifth Congress: 49th Cosa
The Fifth Congress turned out to be pretty eventful compared to those before it. Opened on December 15, 2015, it took longer than usual due to a belated call for the Elections. It was conducted by Ian Plätschisch with Lüc da Schir as his Deputy. Ian was also appointed as Party Whip and MC List Leader.
The most important happening was the election of the Party Leader. For the first time, this was a contested election with two candidates: Ian Plätschisch and Lüc da Schir (incumbent by that time). The election was held in a very respectful athmosphere, and Lüc was reëlected, having gained 4 votes as opposed to 2 for Ian. Nevertheless, this was a good testing for the procedure that was never really put into practice before.
Another event was that the rebranding of the party logo was successful this time, with Lüc presenting a refreshed variant (even three variants) of his logo. Lüc apparently disliked the first seahorse logo I made for the party, finding it "outdated and dusty and with silly fonts". Just for the record, I was never offended!
This time, the amendment narrowly passed, and MRPT had it's new logo (though, I still notice the old one used from time to time). Also, the official colors of MRPT now had exact color codes and names: Moderate Blue and Radical Orange. That's quite poetic!
This congress saw guest speakers from opposing ends of the political spectrum: Éovart Grischun for RUMP and Muditenens Tresplet for the FreeDems.
This Cosa MRPT electoral results plunged to a long-time low of 37 seats.
Sixth Congress: 50th Cosa
The last congress so far, it was opened October 18, 2016. Lüc da Schir and Ian Plätschisch swapped roles for this one. Ian also secured his roles as a Party Whip and MC List Leader.
Glüc da Dhi, the founder of the party, stepped upon the podium to deliver his view of the upcoming campaign and remind that, above all, Talossa is intended to be a positive and enjoyable activity.
During this congress the manifesto and party platform, as always, were reexamined and amendments voted on, but nothing outstanding happened.
This time, two independent guest speakers were present: Inxheneu Crová and Martì-Paìr Furxheír.
History says, 50th Cosa turned out to be a special landmark for the party, being it's first election victory with 79 seats. A hard result to beat, but who knows? We'll see what the future has in store for both MRPT and Talossa in whole. Get aboard the Seventh Congress Party! Oh, I meant, Party Congress.
